From Vision to Action: Empowering Skills Development, Capacity Building and Inclusive Learning for Europe’s Digital Future

As Europe progresses in its digital transformation, the availability of advanced connectivity infrastructure must be matched by the right skills, institutional capacity, and inclusive learning frameworks. ‘From Vision to Action: Empowering Skills Development, Capacity Building and Inclusive Learning for Europe’s Digital Future’, which will take place in Brussels on 16 April 2026 (from 9:00 to 12:30 CEST), is hosted under the auspices of the Cyprus Council Presidency with the support of the Cyprus Broadband Competence Office (BCO), the Cypriot Deputy Ministry of Research, Innovation and Digital Policy and the BCO Support Facility.

Turning policy objectives into action

The event will examine how European Union initiatives support skills development, capacity building, and inclusive learning as key enablers of Europe’s digital transition. The focus will be on how these actions contribute to bridging the gap between policy ambition and effective implementation, particularly in the context of deploying and managing digital connectivity infrastructure. Practical examples will be showcased to demonstrate how public administrations are being equipped to deliver effective digital infrastructure.

Within this framework, discussions will address the BCO Network's role in strengthening the institutional capacity and expertise of public authorities at the national and regional levels, and how it supports them in planning, developing and delivering digital infrastructure projects.

Knowledge exchange and capacity building

The event will provide a platform for policymakers, project promoters and practitioners involved in advancing a sustainable and inclusive digital transformation across Europe to exchange ideas. Participants will gain insights into concrete approaches for turning ideas into tangible projects and real outcomes, while exploring how skills and capacity-building initiatives underpin Europe’s digital, green and social transitions.

Contributions from high-level speakers and leading cybersecurity and digital capacity-building initiatives ‘representatives will offer complementary perspectives on reskilling, lifelong learning and inclusive digital education. The event will also provide an opportunity for members of the BCO Network to strengthen cooperation between them and share best practices.
