build-releases.ymlのon tag pushトリガーを削除

imastodon独自タグ（imastodon-20*）で本家のrelease imageビルドが
走らないようworkflow_dispatchのみに変更。

build-and-push-ecr: imagetools create でマニフェストを作り直す

build-push-action 単体では manifest index の platform descriptor に
variant: v8 が含まれず、ECS Fargate が linux/arm64 v8 を見つけられない。
digest でビルド後に imagetools create でインデックスを作り直すことで
image config から variant を正しく引き継がせる。

build-and-push-ecr: platforms: linux/arm64 を明示

GHAキャッシュにAMD64ビルドが残っている場合に誤ったプラットフォームの
イメージがpushされることを防ぐ。
