Npcap ought to work with any existing WinPcap wrapper, since the API is
backwards-compatible. I have not used any C# wrappers myself, though I am
aware of SharpPcap (https://github.com/dotpcap/sharppcap) as another.

refer to historical vulnerabilities for illustration of how the current
ones fit in historical context.

That said, I'm sure there are other cases of historical vulnerabilities
that never got CVEs. Some were known prior to the CVE program start, so
would need CVEs from before 1999. I think...

Administrative Procedures Act. The end goal of the APA is to prevent
"arbitrary and capricious" regulations.

Given that we are hearing about this now, and not when the comment
