Thank you for your feeback. I added a new commit that addresses hopefully all of it:

Multi-partition VP8 is fully implemented (1/2/4/8 partitions with per-partition bool state save/restore), not skipped — webpsuite partition files 1404/1405/1406 and comprehensive-016/017 all decode correctly
Consolidated the 20 copy-pasted test_wuffs_webp_decode_interface_* functions down to 3 (one per variant: lossless, lossy, lossy-with-alpha) — per-file correctness is now covered by the NIA checksums instead
Updated both test/nia-checksums-of-data.txt and test/3pdata/nia-checksums-of-webpsuite.txt
All .wuffs files are formatted with wuffsfmt
Lossy mimic tests are enabled and passing — the lossy output is now pixel-perfect vs libwebp (box filter upsampling, matching no_fancy_upsampling=1). All 131 webpsuite files produce identical RGBA output.

Yes I didn't expect that we can merge it but maybe useful parts can be extracted gradually.

Lossy is a bit slower now unfortunately but lossless seems to be quite decent.
